About the Written Test
North Dakota's written knowledge test is administered by the North Dakota Department of Transportation (NDDOT) and is required for anyone applying for a learner's permit. The test consists of 25 multiple-choice questions drawn from the North Dakota Noncommercial Driver License Manual, and you need at least 20 correct answers (80%) to pass.
Where and How to Take It
North Dakota is one of the few states offering a fully online testing option. You can take the test at a DOT driver license office in person or remotely through KnowToDrive (knowtodrive.com) — the official online testing platform. The online test costs $10 per attempt and requires a desktop or laptop with a front-facing camera. You have 60 minutes to complete the online version.
What to Bring
For in-person testing, bring proof of identity (birth certificate or passport), your Social Security number, and proof of North Dakota residency. Applicants under 18 need parental consent, and parents must register alongside the applicant for online testing. The permit fee is $15.
Test Day
Whether online or in person, the 25-question test covers road rules, traffic signs, right-of-way, speed limits, DUI laws, and safe driving practices. For online testing, your webcam is monitored throughout the session. Results are immediate in both formats.
If You Don't Pass
If you fail, you can retake the test the next business day at a DOT office ($5 retest fee) or try again online ($10 per attempt). There's no limit on the number of retake attempts.
North Dakota-Specific Details
North Dakota issues instruction permits at age 14 — one of the youngest minimum ages in the country, reflecting the state's rural character where driving skills are essential. The state also offers its knowledge test in both English and Spanish, and the KnowToDrive online platform includes audio playback options.
Instruction Permit vs. Full License
After passing the written test, you receive an instruction permit. If under 16, you must hold it for at least 6 months and complete driver education before taking the road test. Supervised driving requires a licensed driver 18 or older in the front seat.
