About the Written Test

Hawaii's written knowledge test consists of 30 multiple-choice questions, and you need to answer at least 24 correctly — an 80% passing score — to earn your learner's permit. The test is administered by the Hawaii Department of Transportation (HDOT) and covers traffic signs, road rules, and safe driving practices from the Hawaii State Driver's Manual.

Where and How to Take It

Hawaii is one of the few states that offers online testing statewide. If you're at least 15½ years old, you can take the written test from home through the HDOT online permit test portal. You'll still need to visit a county driver licensing office to submit your documents and complete a vision screening. If you prefer, you can take the test in person at any county licensing office — Honolulu, Hawaii County, Maui, or Kauai.

Test Fees

Fees vary by county: Honolulu charges $12, Hawaii County $11, Kauai $20, and Maui $25. Each fee includes a transaction/processing charge. Payment is by credit card for online tests.

What to Bring

For in-person testing, bring proof of identity (birth certificate or passport), your Social Security card, and two documents proving Hawaii residency. If you're under 18, a parent or legal guardian must sign your application. Appointments are recommended at all county offices.
